Provide all personnel, equipment, tools and materials, supervision, and other items and services necessary to perform Support Services for Wargaming and Doctrine Education (SSWADE) at Maxwell AFB, ALABAMA. SSWADE will consist of, but not limited to, the following areas: a) Public Relations _ educating leadership on how to project a positive corporate image to the general public through mass communications and public relations techniques during crisis and non-crisis; b) Wargaming _ designing, developing, testing, and executing wargames for domestic and international customers. Support requirements cover the complete range of wargame activities, from game design through post execution reporting; c) Intelligence -- developing, maintaining, administering, and instructing intelligence education courses or related course work for university-level schools; developing and teaching course curriculum; providing course revisions (as required); managing course schedules and feedback systems and providing intelligence-related training for schools/courses; d) Analysis and Research -- collecting information and historical data from various institutional archives and libraries; analyzing collected data; writing reports on specific aerospace power topics, both historical and current; and assisting resident analysts in research, writing, and editing work as required and e) Curriculum Development and Instruction -- platform instruction, seminar instruction and facilitation, curriculum and courseware development, distance learning materials development, production and implementation; development, administration, and grading of student evaluations; and student quota management concerning the deliberate, crisis-action, campaign phases of war planning, and information warfare applications. This requirement will include a base year and four one-year option periods. Competitive negotiated Source Selection procedures are contemplated in this acquisition with the following evaluation factors for award, in no special order of importance: Mission Capability, Price or Cost, Past Performance and Proposal Risk. A Draft Request for Proposal is tentatively scheduled to be released early May 1999. The Standard Industrial Code (SIC) will be 7373. The size standard of this project is set for a concern, including its affiliates, having an average annual sales or receipts for its preceding three fiscal years not in excess of $18 million. All requests from interested parties should reference RFP No. F01600-99-R0025 and contain the following information: a) name, address, telephone and fax number, point of contact and an E-mail address; b) business size (whether you are a large or small business concern based on the size standard mentioned above); c) if a small business concern, please specify type i.e., Historically Underutilized Business Zone (HUBZone) 8a or small business, small disadvantage business, 8(a) or woman-owned small business; and d) descriptive literature containing sufficient technical documentation to establish a bona fide ability to meet this requirement. It is the policy of the Government to provide maximum practicable opportunities in its acquisitions to small business, HUBZone small business, small disadvantaged business, and woman-owned small business concerns. Status as a qualified HUBZone small business concern is determined by the Small Business Administration (SBA). If the SBA determines that a concern is a qualified HUBZone small business concern, it will issue a certificate to that effect and will add the concern to the List of Qualified HUBZone Small business concerns.
