This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC intends to purchase this item from Adcole Corporation. This item is necessary to connect the two current sun sensor heads. We intend to contract with Adcole Corporation due to their familiarity with the existing design. In order for the two sensor heads to be used jointly on the spacecraft, they must share the same support electronics. Only Adcole Corporation, the developer of the existing digital sun sensor, has the requisite understanding of the design of the original sensor heads and the interaction that would be required electronically to connect the heads to be able to develop the required electronics. Therefore, Adcole Corporation is considered to be uniquely qualified to provide the electronics for the sun sensor heads. The Authority is 10 U.S.C. 2304(c)(1), Only One Responsible Source. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government.
