The U.S. Army Materiel Command Acquisition Center, Natick Contracting Division has a requirement for Plenums for the Air Force's Chemically Hardened Air Transportable Hospitals (CHATHs). The CHATH consists of the "TEMPER" (Tent, Extendable, Modular, Personnel), which is the standard building block for the Army, Air Force and Navy Deployable Medical Systems (DEPMEDS). The TEMPER is a frame supported fabric structure that is extendable in eight foot increments. The TEMPER is typically used with external Environmental Control Units (ECU) that condition (heat/cool) ambient air and distribute it down the length of the tent via plenums. Plenum components form a fabric ducting system that is extendable in either 16 foot or 8 foot increments. The plenum systems being procured under this solicitation have been modified from the standard TEMPER plenum design to address the additional air flow capacity of the Chemically Hardened Air Management Plant (CHAMP). CHAMP was developed by the Air Force to be the primary ECU for the Chemically Hardened Air Transportable Hospital (CHATH). The CHAMP, in addition to being an ECU, is also a filtering system that removes chemical/biological agents from the contaminated environment of the battlefield before distributing it into the tent. The primary changes represented by this system over the standard TEMPER plenums are increased input and output capacity. The occupants of tent itself are protected from the threat of Chemical/Biological agents by the addition of the modular M-28 CB Liner system. The contract resulting from this solicitation will require a build to the Technical Data Package included in this solicitation which is based on Level III drawings developed by the U.S. Army Soldier & Biological Chemical Command. The Standard Industrial Code for this Acquisition is 2394. The Small Business Size Standard is 750 employees. The army intends to award one (1) fixed-price requirements contract including an estimated procurement of 750 plenums in the basic ordering period and an option to purchase approximately 50% more within a year thereafter.
