The Government intends to issue a Sole Source Indefinite Delivery Indefinite Quantity (IDIQ) contract to Integrated Sensors Incorporated (ISI), 502 Court Street, Suite 210, Utica, NY, 13502, a small business, for instrumentation development support. ISI designed and developed a unique, one-of-a-kind instrumentation capability known as the Geometric Automated Video Enhanced Location System (GAVELS). GAVELS is a test instrumentation system used to collect, reduce, and analyze data on the x,y,z coordinates of multiple artillery airbursts or ground events. The Government owns two reduction and eight collection GAVELS subsystems and has additional product improvements forecasted over the next five years. The Government does not own adequate technical data packages, and in compliance with DOD policy, does not intend to expend funds for technical data packages associated with the upgrades.
