EPA intends to award a sole source purchase order to the MCNC -- North Carolina Supercomputing Center, pursuant to 41 U.S.C. 253(c)(1) -- only one responsible source and no other supplies or services will satisfy agency requirements. This procurement is for the contractor to perform the technical tasks necessary to enhance TRIM FaTE Version 1.0 and begin development of the software code for the TRIM Expo module. The tasks include the following: (1) provide a work plan outlining their approach to the statement of work; (2) develop and fully test the computer code for the TRIM FaTE Module to include the enhancements proposed under the work plan; and (3) review the proposed logic and algorithms for TRIM Expo, and develop and fully test the computer code for the initial prototype version of TRIM Expo. MCNC is currently in the process of completing the first working version of the TRIM FaTE module (scheduled for completion in April 1999). MCNC has the expert knowledge and current efforts in the development of the TRIM Design and Architecture documents as well as TRIM FaTE Version 1.0. EPA wishes to enhance TRIM FaTE Version 1.0 to include several additional features. Further, to meet upcoming regulatory deadlines, the EPA needs to begin the development of the second TRIM Module, TRIM Expo. Specific experience that are essential to the TRIM computer code and design development includes: development of "TRIM Computer System Design" and the TRIM Computer System Architecture"; development of TRIM FaTE Version 1.0; active member of the TRIM development team; Models-3 file format (TRIM file format); and Models-3 framework (TRIM framework). EPA anticipates the award of a fixed price purchase order. SIC code number 8999 applies, with a size standard of $5M in average annual receipts over the preceding three fiscal years. All responsible sources may respond by submitting a written narrative statement of capability within 15 days of this notice to Sandra Clark at the above address, which shall be considered by the Agency. Responses must include detailed technical information and other technical literature demonstrating the ability to meet the requirement. Responses shall also include itemized pricing that is sufficient to make a determination that competition is feasible. If no affirmative responses are received within 15 days of this notice to determine whether a qualified source is more advantageous to the government, an order will be placed with MCNC -- North Carolina Computing Center.
