NASA/LaRC plans to issue a Request for Quotation (RFQ) for an Assessment of a Multilevel Error Estimation and Adaptive Grid Strategy for Aerodynamic Applications for the Government-owned/developed FUN2D software program. The FUN2D is a program to predict the aerodynamic performance of arbitrary two-dimensional geometries using an unstructured-grid methodology. The assessment shall be made for at least two airfoil geometries for each of two Mach numbers. The two Mach numbers shall be chosen so that the corresponding flow solutions are subcritical (no shock) and critical (with a shock), respectively. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/LaRC intends to purchase the items from Massachussetts Institute of Technology with Prof. David Darmofal as the principal investigator, unique knowledge/capability available from only one source. Prof. Darmofal originated the concept of using the multilevel error estimation as an adaptive grid criteria and submitted this concept in an unsolicited proposal. Prof. Darmofal has conducted the seminal analyses and proof-of-concept studies of this new approach for large-scale aerodynamic simulations which are currently unpublished, he is the only known researcher examining the use of this approach for both error estimation and mesh adaptation. This concept is both unique and innovative and can provide services not otherwise available to the Government. The Government does not intend to acquire a commercial item using FAR Part 12. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the15 days or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government.
