The Coastal Systems Station intends to award a sole source contract to Eldyne, Inc for technical and engineering support to plan for, install, and checkout the AN/KSQ-1 Amphibious Assault Direction System on the ships of the LHD 6 Amphibious Ready Group (ARG) at San Diego, CA. The AN/KSQ-1 Amphibious Assault Direction System is a marriage of the USMC developed Position Location Reporting System (PLRS) and the Navy's NAVSTAR Global Positioning System (GPS) that provides Command and Control capabilities for ships and landing craft as they transit to and from the beach. The Marine Corps is upgrading to the Enhanced Position Location Reporting System (EPLRS) and AN/KSQ-1 must interface with EPLRS to remain interoperable with the Marine Corps. Existing AN/KSQ-1 installations must be backfit and additional ships must be installed with the interfacing hardware. On-site contractor assistance is required to install or replace AN/KSQ-1 hardware on the USS DENVER, USS BONHOMME RICHARD, and USS PEARL HARBOR. Thecontractor shall be required to demonstrate that equipment has been installed in accordance with AIT TS 9090-310B and that it operates correctly. The contractor shall also be required to train shipboard operators to use the system. A sole source contract is being awarded because installation lead time is very short (completion no later than 30 June 1999), not allowing time for a new contractor to become familiar with the system. ELDYNE has already installed AN/KSQ-1 equipment on similar ships and is familiar with the requirements. ELDYNE has unique knowledge that would require a 3 to 6-month learning curve by contractors not already experienced in AN/KSQ-1 development and installation. See Note 22 Posted 03/05/99 (W-SN305301).
