Enforcement Administration (DEA) is seeking sources for an anticipated
fixed price, requirements contract for testing of illegal drugs and
substance abuse. At a minimum, prospective contractors must be able to
provide: (1) Substance abuse and mental health services administration
certified laboratory that has the capabilities to analyze a specimen
volume of 5,000 per year for illegal drugs abuse as specified in the
Federal DEA Drug Free Workplace Program (DFWP). The processing will
include the five Department of Health and Human Services illegal drugs
with a capability to expand the testing on a case by case basis to
encompass other drugs listed in the Controlled Substance Act and
Amendments. (2) Specimen collection process that delivers continental
United States specimen to the laboratory within 24 hours and overseas
collections within 48 hours. (3) Drug test results to the DEA Medical
Review Officer within 12 hours after analysis of specimens at the
laboratory. Any potential sources must possess or have the ability to
obtain a security clearance in order to be considered. Also, sources
must demonstrate financial stability. All interested parties are asked
to submit a written statement of qualifications to the Contracting
Officer. This statement should include a summary of any past
performance with Federal law enforcement agencies. This announcement is
