The General Services Administration, Region 8, Federal Technology Service and its client Dept of the Army, 44th Medical Brigade, Ft Bragg, NC intend to negotiate on a sole source basis for the following Mobile Telesystems, Inc., 205 Perry Parkway, Suite 14, Gaithersburg, MD 20877 products and services: Mobile Telesystems will convert two (2) TCS 9700 INMARSAT terminals, MTI top assembly #204324-001 or #204345-0001 to TCS 7700 'B' terminal. Additionally, two TCS 9700A terminals, MTI top assembly #205502-0001 will also be converted to TCS 7700's. The terminals will carry MTI's standard warranty covering both parts and factory labor for one year from date of commissioning or 15 months from date of shipment, whichever occurs first. The converted terminals will be delivered to GSA's client not later than two-weeks following receipt of the unconverted terminals at Mobile Telesystems facility. Under the authority of FAR 6.302-1 and 10 USC 2304(1) the supplies and/or services as described herein have been determined to be available from only one responsible source named and/or no other type of supplies or services will satisfy agency requirements. Primary functional requirement: The TCS 7700 is a transportable satellite communications terminal designed to, and INMARSAT type approved to INMARSAT Standard "B'. One of the features of this terminal is its ability to transmit data at an 84000 Kbps rate. Coupled with any of a number of video modems, the system is routinely used to provide near full-motion video used to support the field requirements of military organizations. Standard Industrail Classification (SIC) is 3669 (750 employees). This requirement will be purchased under FAR Part 12-Acquisition of Commercial Items. A commercial item is defined as any item, other than real property, that is of a type customarily used for non-governmental purposes and that has been sold, leased, or licensed to the general public.
