This requirement is for the Modernized Demolition Initiators (MDI) which are commercial off the shelve (COT) involving the modernization of an entire group of items for the initiation of wide range of explosives and demolition munitions. This MDI acquisition consists of eight (8) components which are as follows: Cap, Blasting: Non-Electric, 30-foot Shock Tube, M11 -- The M11 shall consist of a 30-foot length of shock tube, environmentally sealed at one end and with a non-electric, factory installed non-delay blasting cap (outside diameter of .230 inch to .241 inch, length of 2.25 inch to 2.35 inch) attached at the other end with an output equivalent to a number 12 commercial blasting cap, and must be capable of initiating composition C-4. It should include a J-hook or similar device at the sealed end. Cap, Blasting: Non- Electric, 500-Foot Shock Tube, M12 -- The M12 shall consist of a 500-foot length of shock tube, environmentally sealed at one end, and with a non-electric, factory-installed non-delay number 8 commercial blasting cap attached at the other end. Attached to the blasting cap shall be a permanently fixed plastic holder, capable of holding at least five other shock tube lines. The output of the blasting cap shall be capable of inititating up to five shock tubes lines. The output of the blasting cap shall be capable of initiating up to five shock tubes held by the holder. The shock tube shall be wound around a durable spool. The end of the shock tube shall protrude from the center of the spool core and extend a minimum of 24 inches from the spool head. Cap, Blasting: Non-Electric, 500-foot Shock Tube, M12 (Inert) -- This shall be an inert version of the M12. The spool for the inert version shall be made of plastic or metal. The inert blasting cap shall have thru holes such that it is "see thru" from one side to the other in the final assembly. The inert cap shall not have fillers inside the cap. Cap, Blasting: Non-Electric, 1000-foot Shock Tube, M13 -- The M13 shall be the same as the M12 except it shall consist of 1000-foot length of shock tube. Cap, Blasting: Non-Electric, Delay, M14 (Inert) -- The M14 Inert shall consist of a length of inert M700 Type Time Blasting Fuse (7.5 ft minimum length), complying with MIL-F-45144, environmentally sealed at one end and with a non-electric, factory-installed inert blasting cap (outside diameter of .230 inch to .241 inch, length of 2.25 to 2.35 inch) attached at the other end. The inert blasting cap shall have thru holesuch that they are "see thru" from one side to the other in final assembly. The inert cap shall not have fillers inside the cap. Cap, Blasting: Non-Electric, 70-foot Shock Tube, with initiator, M15 (Inert) -- The M15 Inert shall consist of a 70-foot length of inert shock tube. On one end shall be a factory-installed inert #12 commercial blasting cap (outside diameter of .294 inch to .298 inch) and with an inert 25 ms delay packaged into a holder at the other end. The holder shall have the capability of holding a range of one to five shock tube lines. The M15 Inert shall be coiled in a figure 8 or 80 configuration. Cap, Blasting: Non-Electric, 10-foot Shock Tube, M16 -- The M16 shall consist of a 10-foot length of shock tube, environmentally sealed at one end and with a non-electric, factory-installed non-delay blasting cap (outside diameter of .230 to.241 inch, length of 2.25 inch to 2.35 inch) attached at the other end with an output equivalent to a number 12 commercial blasting cap, and must be capable of initiating composition C-4. The shock tube shall show a timing mark at which initiation at this point will assure the detonation of the blasting cap within 1400+_ 25 microseconds. It should include a J-hook or similar device at the sealed end. Cap, Blasting: Non-Electric, Delay, M18 -- The M18 shall consist of a length of M700 Time Blasting Fuse (20 minute minimum in length), complying with MIL-F-45144, environmentally sealed at one end, and with a non-electric, factory-installed non-delay blasting cap (outside diameter of .230 inch to .241 inch, length of 2.25 inch to 2.35 inch) attached at the other end with an output equivalent to a number 12 commercial blasting cap, and must be capable of initiating composition C-4. The Government intends to award one contract in Fiscal Year (FY) 99 with options through FY03. It is anticipated deliveries must be completed for each component within 12 months after notification from the Government indicating that the require- ments of Verification Testing (VT) or First Article Testing (FAT) have been satisfied. It is further anticipated deliveries of VT or FAT samples to the government must be completed 3 months after award of the contract. In the case of the inert components, where no VT or FAT is required, deliveries shall be completed within 12 months of contract award. A performance specification will be furnished as will a technical data package for packaging, packing and marking MDI components. The following bid samples will be required to be submitted with the offeror's proposal: Atleast 8 items each of M11, M13 and M18 or commercial equivalent, color optional, in its commercial packaging. Bid sample requirements may be waived for previous suppliers of bid samples of a particular component. The past history for MDI components consist of Contract DAAA21-94-C-0085 which was awarded to Ensign-Bickford, Simsbury, CT for the M12, M13 and M15; Contract DAAA21-94-C-0086 which was awarded to ICI Explosives, Canada for the M9, M11 and M14; Contract DAAE30-96-C-0081 which was awarded to Ensign-Bickford, Simsbury, CT for the M9, M11 and M15; Contract DAAE30-96-C-0089 which was awarded to Shock Tube Systems for the M14 and Contract DAAE30-97-C-1082 which was awarded to Ensign-Bickford, Simsbury, CT for the M12 and M13. It should be noted that the U.S. Army TACOM-ARDEC will entertain a proposal from a single contractor for a teaming effort by one or more contractors to complete this effort. A firm fixed price contract is being contemplated under full and open competition.
