Support Center, Huntsville, AL intends to procure a contract for
privatization of the natural gas, electrical, and domestic water
systems at Fort Carson, CO. Fort Carson is located just outside of
Colorado Springs, CO. Fort Carson covers an area of more than 137,000
acres (with approximately 96,201 acres tactical area). There are
approximately 1860 buildings with a total square footage of 11,334,023
sf. Fort Carson serves a total population of roughly 103,000 each year
including: 59,000 retirees and dependents (off post); and 11,000
civilian workers. The total daytime population can be approximated at
25,000 (active duty military, dependents, and civilian workforce). The
systems and services to be excluded from this contract are the Pinion
Canyon Maneuver Site (near Trinidad, CO), the Air Guard Range,
Downrange Water System Wells, and remot, low-voltage service points
such as an air-quality monitor and noise monitor. Fort Carson currently
purchases electrical energy for the cantonment area (including Butts
Field and remote areas such as the tank and rifle ranges) of Fort
Carson from the Colorado Springs Department of Utilities. The West
Plains Power Company (Florence Station) serves the Turkey Creek
Recreation Area and Camp Red Devil. The electrical distribution system
is served through two substations with roughly 129 circuit miles of
overhead primary distribution, approximately 18 circuit miles of
underground primary distribution, and approximately 2300 street lights.
The natural gas distribution system serves approximately 1,300
buildings throughout the installation. It consists of approximately
306,214 LF of pipe, ranging from 3/4" to 10" diameter. Installed pipe
is polyethylene or steel. The steel mains are coat0ed and cathodically
protected. System pressure is 50 psi. A metering and pressure
reduction station is located just east of Gate 4 on Magrath Avenue and
at the boiler plant, Building 1860. The system also includes
approximately 366 main valves of varying size and 16 main
meter/regulator locations. Fort Carson's main water system consists of
approximately 105 miles of water main line (4-20 inches),
approximately 600 main valves, approximately 1,000 service valves,
approximately 22 pressure reducing/regulating valves (2-16 inches), two
altitude valves, three one million gallon (MG) each concrete storage
tanks, one 500,000 gallon concrete storage tank, one 60,000 gallon
storage tank, one 30,000 gallon storage tank, one 25,000 gallon storage
tank, approximately 750 fire hydrants, and approximately 250 washrack
hydrants. Domestic water system also include the water line and
associated equipment serving Cheyenne Mountain Air Force Base, Evans
Army Community Hospital, Butts Field, and MPRC. Privatization is a
process by which the Government sells its utility systems to a private
entity and contracts with the entity to own, operate, maintain and
improve the utility systems as commercial systems. The contract for the
operation of the system is considered a utility service contract with
an ititial term of 10 years. It is anticipated that the Request for
Proposals will be issued on or about February 26, 1999. A preproposal
conference/site visit will be scheduled shortly after release of the
RFP. Technical evaluation factors will be set forth in the
solicitation. The RFP will be available electronically through the
