(IDIQ) solicitation for Integrated Chiller Energy Savings Performance
Contracting (ESPC) for all Federally-owned facilities nationwide. ESPC
is a contracting method whereby the contractor incurs the cost of
implementing energy savings measures, including performing the audit,
designing the project, acquiring and installing equipment, training
personnel, and operating and maintaining equipment, in exchange for a
share of any energy savings directly resulting from implementation of
such measures during the term of the contract. The Government
anticipates multiple awards to result from this one solicitation;
awards are anticipated in Fiscal Year 2000. Through delivery orders
executed under the IDIQ, authorized agencies may acquire fixed-price
performance-based energy conservation measures in conjunction with the
replacement or retrofit of CFC chiller plants. The period of
performance of the IDIQ contract is anticipated to be ten years from
date of award, and delivery order terms may extend for time periods not
to exceed 25 years past the award date of the IDIQ contract. The
solicitation and any amendments will be available for downloading
through the internet from the "doing Business with DOE" home page, via
the "Business Opportunities wit DOE" and 'Business Communications
Center" links. The Internet address is

solicitation will be distributed. Amendments/updates to the
solicitation will also be provided on the Internet using the same
protocols listed above. The solicitation is anticipated to be available
after February 28, 1999. Requestors intending to download the
solicitation and its amendments form the Internet should check the DOE
home page daily. Proposals shall be submitted to the Department of
Energy at the above address. Firms must be listed on the DOE qualified
list of energy service companies to receive contract award, and any
firm that has not previously requested an application for placement on
the DOE qualified list may view the list and obtain an applications at
www.eren.doe.gov/femp/escolst.html. The Standard Industrial
Classification code applicable to this type of procurement is 8711. Any
firm whose annual receipts over the past three years do not exceed an
average of $20 million is considered a small business for ESPC Posted
