R -- HUSBANDING SERVICES FOR THE COUNTRY OF ECUADOR SOL N00189-99-R-0025 DUE 042399 POC E. Adams, Contract Specialist (757) 443-1437, facsimile (757) 443-1424/1442 The Government requires husbanding services for the country of Ecuador. The services required are for the following ports: Manta, Guayaquil, and Salinas. This requirement is for coordination and support services for various types of U.S. Navy and other U.S. Government vessels. The majority of the requirements will come from vessels involved in the annual UNITAS operation. U.S. Navy vessels expected to utilize the resultant contract include Class I (small craft ships with 40 crewmembers or less) up to Class V (aircraft carriers). Services will consist of trash removal, collection/holding/transfer (CHT) sewage removal, waste oil and aggregate water removal, fresh potable water, pilotage, tugboat services, linehandler services, crane services, brow (gangway) rental, cargo drayage/free time/demurrage/detention services, water taxi services, vehicle rental (sedans and buses), paint float rental, forklift services, telephone services (landline and cellular), administration/coordination of airport services, administration/coordination of passenger handling, and disaster/humanitarian relief services as detailed in the statement of work included in solicitation N00189-99-R-0025. Services required are a follow-on to current contract N00189-97-D-0109 which expires 01 July 1999. The solicitation will include provisions for a base year with the option to procure services for two additional one-year periods. The solicitation will contain clause 52.217-8, Option to Extend Services and will be issued as full and open competition. Draft solicitation issuance is anticipated on 18 February 1999 with a pre-solicitation/pre-proposal conference to be held in Guayaquil during the period 6 -- 9 March 1999. The exact time, date and location will be specified in a cover letter included with the draft solicitation.
