Standards and Technology (NIST), intends to enter into a sole source
contract with National Evaluation Service (NES) Building Innovation
Center, a non-profit organization, located at 900 Montclair Road, Suite
A, Birmingham, Alabama under the authority of 41 USC 253(c)(1)- Only
one responsible source. The procurement requires technical support for
the development of key measurement and evaluation services for the
Partnership for Advancing Technology in Housing (PATH) program. NES is
uniquely qualified to perform this requirement because NES is the only
organization that evaluates products and systems for compliance with
all the model codes enforced in the United States. NES is an
independent, not-for-profit organization that conducts a voluntary
program of evaluation for both traditional and innovative building
materials, products and systems. NES' purpose is to develop technical
reports containing descriptions of a building construction material or
product, together with a list of conditions necessary for compliance
with each of the model codes, as promulgated by Building Officials and
Code Administrators International, Inc. BOCA, International Conference
of Building Officials (ICBO), and Southern Building Code Congress
International, Inc. (SBCCI). The NES Building innovation Center
assesses technology performance beyond code requirements for such
characteristics as durability, suitability for intended use, and
environmental impacts. This task order contract is subject to the
availability of funds. The period of performance for this requirement
is one (1) base year with four (4) one year optional periods. This
notice of intent is not a request for competitive proposals. Written
responses to this synopsis shall contain sufficient documentation to
establish a bona fide capability to fulfill the requirement. No
solicitation package will be issued. See Numbered Notes 22 and 26.
