Request for Offer (RFO)5-07271-506 for monopropellent hydrazine rocket
engines (thrusters), in support of the Triana Mission. The successful
offeror will be required to supply the labor, facilities, materials,
and equipment necessary to deliver fifteen (15) thrusters of a nominal
one pound (1lbf). This procurement will include the design,
manufacture, test, and verification of a Tri-Thruster Module (TTM)
which will include three (3) thrusters, heaters, sensors, brackets,
insulation, mountings, and required GSE. The requirement will be for
four (4) flight TTMs and one (1) flight spare totaling 15 thrusters.
The TTM specification and Statement of Work (SOW) will be included in
the RFO. This procurement will be a full and open competition under
NASA MidRange Procurement Procedures. The Government does not intend to
acquire a commercial item using FAR Part 12 (See Note 26). The Standard
Industrial Calssification (SIC) Code and Size Standard are 8731 and
1,000 employees, respectively. The DPAS Rating for this procurement is
C9. The provisions and clauses in the RFO and model contract are those
in effect through FAC 97-10. The resulting contract will be firm fixed
price. All qualified responsible sources may submit an offer which
shall be considered by the agency. The offers must conform to the RFO
instructions and be received by the closing date specified in the RFO.
The anticipated release date of the RFO is on or about February 22,
1999 with an anticipated offer due date of on or about March 12, 1999.
An ombudsman has been appointed -- See Internet Note "B". The
solicitation and any documents related to this procurement will be
available over the Internet. These documents will be in Microsoft
Office Suite (Word 6.0, Excel 5.0, PowerPoint 4.0) format and will
reside on a World Wide Web (WWW) server, which may be accessed using a
WWW browser application. The WWW address, or URL of the NASA/GSFC

shall notify this office of their intent to submit an offer. It is the
