Guard Engineering Logistics Center has a requirement to procure the
following Inflatable Life Rafts: (1) NSN 4220-01-130-4781, 6-person
capacity, estimated quantity of 20 each; (2) NSN 4220-01-096-2550,
8-person capacity, estimated qantity of 2 each; (3) NSN
4220-01-096-2549, 8-person capacity, estimated quantity of 38 each; (4)
NSN 4220-01-104-7085, 15-person capacity, estimated quantity of 21
each; and (5) NSN 4220-01-083-8535, 25-person capacity, estimated
quantity of 40 each. Life Rafts shall be manufactured in accordance
with Coast Guard ELC Specifications and Drawings as well as the Code of
Federal Regulations (CFR) Chapters 46 and 49. Prior to bid opening,
Life Rafts must be approved and have an assigned approval number on
file with Commandant (G-MVI) USCG. Contractor will also be required to
submit the following: (1) For Approval, Drawings of Proposed Steel
Inflation Cylinders for each type of Raft; (2) Draft for Approval for
Service Manuals, Instruction Placards and Instruction Manuals; and (3)
Approved copies of Service Manuals, Instruction Placards, and
Instruction Manuals. The Solicitation will contain the required
quantities for each of these items. Contractor may also be required to
manufacture rigid containers. The U.S. Coast Guard will provide all
required pyrotechnics as Government Furnished Property. Delivery shall
be as follows: (1) Proposed Drawings for Steel Inflation Cylinder
shall be 30 days after the date of contract award; (2) Drafts for
Approval for Service Manuals, Instruction Placards and Instruction
Manuals shall be 45 days after the date of contract award; (3) Life
Rafts and Approved copies of Service Manuals, Instruction Placards, and
Instruction Manuals shall be required 60 days after the date of an
individual delivery order. Delivery shall be F.O.B. Destination to the
U.S. Coast Guard Engineering Logistics Center, 2401 Hawkins Point
Road, Baltimore, MD 21226-5000. It is anticipated to award a
fixed-price Requirements-type contract with one (1) Base Year and four
(4) Option years. The Solicitation shall include a multiple award
clause. All responsible sources may submit a bid which shall be
