The summary of work provides general guidelines for the removal of the existing roof systems and the installation of new roof systems on Buildings 219 and 222 at the Naval Construction Battalion Center, Gulfport, MS. Building 219 has an existing ballasted EPDM roof and Building 222 has an existing built-up aggregate surface roof. In general, the work includes but is not limited to the complete removal of the existing roof systems including insulation, base sheets, sheet metal appurtenances and other assemblies down to the existing structural metal decking;installation of new bituminous base sheet, two layers of insulation and four-ply built-up gravel surfaced membranes atop existing structural metal decking complete with other roofing assemblies. Asbestos containing mastics have been detected in the baseflashing and stripping membranes within the existing roof system and shall be removed and disposed of in accordance with federal, state and local guidelines regarding hand removal methods. 2. Award will be made to the offeror providing the best value to the Government. In determining Best Value, proposals will be evaluated based upon past performance; company organization; financial stability and price. Past performance will encompass such factors as (1) Quality, (2) Timely Performance, (3) Effectiviness of Management, (4) Compliance with Labor Standards and (5) Compliance with Safety Standards. Company organization will encompass factors such as organizational structure and workload capabilities. Financial stability will encompass evidence of funding and bonding capabilities.
