The contractor shall provide new Type V plastic media, IAW MIL-P-85891(A), and compatible with the standard type media blasting equipment used; to WR-ALC for the coating removal process. Media attrition rate shall not exceed 6% as specified in MIL SPEC 85891(A). The contractor shall remove their used plastic media with paint chips (spent media), thereby relieving WR-ALC of liabilities associated with a hazardous waste from the spent media. The contractor shall be knowledgeable of and adhere to all applicable Local, State, Instate and Federal laws, regulations and requirements regarding DOT transport and environmental protection while performing this service. Proposals submitted in response to the solicitation will be evaluated in accordance with procedures outlined in FAR 12 for acquisition of commercial items. Award will be made to the responsible offeror whose proposal represents the best overall value to the government. A Request for Proposal will be issued approximately 22 Dec 98 on the Internet.
