Inc. (Avila), under its contract with the United States Air Force Civil
Engineering Support Agency (AFCESA), to express interest in the
purchase or long term lease of the water and wastewater systems at
Bolling Air Force Base (AFB), Washington DC. Under the referenced
contract, Avila is performing a privatization study for the water

Avila. is seeking non-binding Letters of Interest from sources
interested in privatizing the above mentioned utility systems.
Privatization will transfer the responsibility for ownership,
operation, maintenance, and repair of the Government-owned distribution
systems and the responsibility for securing competitive and
comprehensive utility service (including delivery, transmission, and
distribution) to such systems, in compliance with applicable State and
Federal laws and regulations. Bolling AFB hosts several Air Force and
Defense units with a variety ofmissions. The base covers approximately
600 Acres of land including 61 major operational buildings and 1385
units of family housing. The following system parameters are
approximations. Water Distribution: annual consumption 253,950,000

parties to determine the level of industry interest, and to receive
input concerning what is attractive or unacceptable in the concept.
Parties having an interest in privatizing one of more of the utilities
should submit a Letter of Interest to the point of contact.
Respondents will be provided with additional technical information
regarding the specific utility systems though no operating cost data
will be included. The Letter of Interest should include a company
profile and experience statement demonstrating experience in owning
and/or operating the type of utility systems for which interest has
been expressed. The Letter of Interest should also include a brief
statement describing any applicable licenses or franchise agreements.
