Adams, 301.757.4705 The Engineering Field Activity Chesapeake, Contracts Office at Patuxent River, MD is currently seeking sources for Civil Design and Engineering services. The duties may include preparing plans, specifications and cost estimates for bidding or negotiated procurement for various construction projects. Design services will include, but not limited to, site planning and development for parking lot facilities, roadways, runway pavements, stormwater management handling facilities, erosion and sediment control plans, including storm sewer, sanitary sewer and water distribution. Engineering services may include geotechnical investigations, wetland delineation and mapping, environmental investigations, topographic surveys, traffic engineering and studies, and archeology investigations, including engineering studies and reports. The majority of the task orders will be for Engineering Services. The selected firm will require multidiscipline support, and will need sufficient flexibility to be available on an "as needed basis" to perform the individual task orders leading to construction projects at the Naval Air Station/Naval Air Warfare Center Aircraft Division, Patuxent River, MD; Naval Air Station, Solomons Annex, Solomons, MD; Wester Field, St. Inigoes, MD; and other remote outlying facilities. The geographical area of consideration for this contract is limited TO A 40 MILE RADIUS OF THE NAVAL AIR STATION/NAVAL AIR WARFARE CENTER AD, PATUXENT RIVER, MARYLAND, provided an appropriate number of qualified firms respond. The A-E will be responsible for development of construction documents, obtaining permits, including plans, specifications and cost estimates. The contract will be an Indefinite Delivery type where fixed price task orders will be placed intermittently for a period of time which shall not exceed 12 months or $250,000, whichever comes first. The proposed contract shall contain an option to extend for an additional one-year or $250,000. If exercised, the A-E will receive official notice of intent at least60 days prior to the end of the base year contract. The guaranteed minimum for the base award is $12,500.00. The intent is to select one firm specializing in Civil/Survey Design with multi discipline support. The estimated award date is February 1999. Selection evaluation criteria will include: (1) Recent specialized experience of the firm in civil design and engineering services with supplemental multi-discipline engineering support; (2) Professional qualifications of the firm and staff proposed for performance of the projects; (3) Capacity to accomplish multiple projects within required time; (4) Location of the firm, with respect to the Naval Air Station, provided an appropriate number of qualified firms respond therein; (5) The firm's Quality Control/Quality Assurance program and practices, and (6) Firms having operating capabilities with SPECINTACT; (7) Firms having a CADD system compatible with AutoCad and/or Microstation 95. Each firm's past performance(s); and performance ratings will be reviewed during the evaluation process and may affect the selection outcome. The proposed contract is being solicited on an unrestricted basis. Architect-Engineer firms which meet the requirements listed in this announcement are invited to submit completed Standard Forms 254 and Standard Forms 255, U.S. Government Architect-Engineer qualifications, to the office shown above. Experience in Block 10 of SF254 should not be more than five years.
