Services include, but are not limited to the preparation of a
decommissioning plan for the Plum Brook Reactor Facility (PBRF) located
at the Plum Brook Station, Sandusky, Ohio. The Plum Brook Station is a
satellite facility of the NASA Lewis Research Center, Cleveland, Ohio.
The PBRF consists of a 60 Megawatt (MW) test reactor and a 100 kilowatt
(KW) mock-up reactor constructed in 1960. The facilities operated in
support of NASA programs for about 11 years and were shut down in 1973.
A major decommissioning effort was then undertaken and completed in
July 1973 which included removal of all new and used nuclear fuel from
the site (subsequently reprocessed at Federal facilities),
decontamination of select equipment to the extent practicable, and
placement of all systems in a safe, secure, dry storage mode. In
response to NASA's request, the facility's operating licenses were
changed to "possess but do not operate" licenses by the Nuclear
Regulator Commission (NRC) when the fieldwork mentioned above was
completed. NASA in 1984 completed a detailed Engineering Study which
confirmed the calculated Reactor tank inventory of radioactive isotopes
with actual measurements. It also included estimated costs for complete
dismantling. In 1998 NASA agreed to complete a decommissioning plan by
December 31, 1999 and to complete decommissioning of the PBRF by 2007.
A study of decommissioning alternatives was completed in 1998 which
lead to the choice of decontamination as the preferred alternative.
Work includes preparation of a decommissioning plan which complies with
the requirements of 10 CFR 50.82 and 10 CFR 20.1402 and could include
related engineering studies, site characterization, and final designs.
Fixed price contracts for all work shall be individually scheduled for
award. The major disciplines required are nuclear, chemical, and
environmental engineering, and radiation health physics, and within
these disciplines specialized experience is required in preparation of
decommissioning plans for nuclear reactors regulated by the NRC.
Prospective A/E firms will be evaluated on the criteria listed below in
order of importance: (1) Specialized experience and technical
competence in the type of work required. (2) Professional
qualifications of the staff to be assigned to this contract (including
any consultants and subcontractors). (3) Capacity to accomplish work
in the required time. (4) Past performance on contracts with Government
agencies and private industry in terms of cost control, quality of
work, and compliance with performance schedules; (5) Location of the
firm in the general geographic area, provided an appropriate number of
qualified firms respond therein. The above criteria which address the
specialized experience, technical competence and past performance
shall be limited to the immediately preceding ten years. SUBMISSION
REQUIREMENTS: to be considered, firms shall submit a SF-245 and SF-255
and supplementary information as identified above. All responsible
sources who wish to be considered should submit a SF-254 and SF-255 to
be received in this office on or before close of business thirty (30)
calendar days after appearance of this announcement in the Commerce
Business Daily (should the date fall on a weekend or holiday, the SF254
and SF-255 will be due the first workday thereafter). This is not a
