soliciting proposals for a one-year contract with three one-year
options for introductory and advanced Standard Generalized Markup
Language (SGML) training on its customized ArborText software products
including Adept*Editor, Document Architect, Publisher, ACL Design,
training manual revisions, software programming utilizing ADEPT Command
Language and JAVA Language. There will be a requirement for math
functions to be added to the SGML open table model for use in a
customized Adept environment. Interested parties will be asked to
submit a sample table that demonstrates the following basic math
functions: addition, subtraction, multiplication, and division. The
table should incorporate formula features similar to those available
for a Microsoft Word or Corel WordPerfect table, except that the
underlying code must be written in ADEPT Command Language. All
interested firms are asked to use the following table, available at
http://www.irs.ustreas.gov, "1997 1040A Instructions," Page 25,
"Alternative Minimum Tax Worksheet", as an example. Please ignore the
graphics in the table. The submitted sample table shall allow an author
to perform each of the basic math functions asked for within that
table, without undue complexity. Formulas shall be stored as SGML
attributes. Interested firms shall submit, via electronic mail, a
compressed file containing a sample DocBook 3.0 instance containing the
table with the demonstrated math functionality to
marla.mitcheltree@ccmail.irs.gov by proposal due date. A printed
version of the sample ACL script must also be submitted with the
proposal. Offerors must be able to complete customization of training
material in time to conduct classes within 8 weeks after contract award
and deliver the math extension application by April 15, 1999. All
responsible sources who can provide and meet the above requirements are
encouraged to request a copy of the Statement of Work and accompanying
instructions. Evaluation of award will be based on technical
acceptability, price, and past performance. This acquisition will be
evaluated using simplified acquisition procedures in accordance with
FAR 13.5. All offerors must provide proof of their ArborText
Certification. All proposals must be submitted in writing, by 12:00
p.m., EST, December 7, 1998, to the Internal Revenue Service,
