This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number N0I9903 is issued as a request for notice of intent (N0I). Delivery shall be to the National Institutes of Health, 9000 Rockville Pike, Bethesda, MD 20892, F.O.B. destination. The provision at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition except that there is no SF1449 solicitation cover sheet. A blank form of the Representations and Certifications document which must be completed as required by 52.212-1(b) may be obtained from Donna Wade. The provision at 52.212-2, Evaluation-commercial Items, applies to this acquisition. The Government will award a fixed purchase order to the responsible vendor whose quote conforming to this solicitation will be most advantageous to the Government, price and other factors considered. The following factors in addition to price will be used to evaluate quotes: (a) delivery of the item in 60 days ARO; (b) technically ability of the data and analysis software for creating and customizing plate definitions and control and (c) price. All evaluation factors other than price, when combined, are significantly less important than price. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items applies to this acquisition. Quotes are due no later than 3:00 p.m. Eastern Standard Time, December 21, 1998 to Donna Wade.
