COMMERCE BUSINESS DAILY ISSUE OF NOVEMBER 27,1998 PSA#2230Bureau of Reclamation, Acquisition Operations Group, Code D-7810,
Denver Federal Center, PO Box 25007, Denver CO 80225 66 -- DRILL PARAMETER RECORDER SOL 99D88340002 DUE 120798 POC
D7810@do.usbr.gov WEB: AAMS Current Solicitation Listing,
http://www.usbr.gov/aamsden/. E-MAIL: Bureau of Reclamation,
D7810@do.usbr.gov. Requirements for a Drill Parameter Recorder: 1. This
unit must be designed specifically for monitoring rotary drilling
operations for geotechnical site investigations. The Unit must be fully
capable of recording boring and core drilling parameters and
instantaneously logging those parameters. A. Depth (1200 FT) B. Instant
Advance Rate (0 TO 20 FPM) C. Rotational speed (0 TO 2400 RPM) D. Water
or drilling fluid pressure (UP TO 750 PSI OR 50 BAR) E. Thrust and
holdback (restraint pressure) F. Torque G. Instant drilling rate H.
Time and duration I. Drill mast inclination J. Record grouting or
pumping operations from 8 pumps K. Luegeon testing L. Must be able to
record any tool drop while drilling. 2. The DPR unit will come equipped
with software specifically designed to display rotary drilling data and
to provide an interpretive log of that data. Interpretations will
include formation hardness/ softness and rock porosity. The unit with
it's software will be capable of providing a vibratory log of the
drilling parameters as well as indicate formation changes. The unit
will be capable of eliminating influence from drill rod additions and
be capable of smoothing the recorded curves of activity. It will be
able to search for de-compressed zones in the formation thru real time
data interpretation and step integration. This interpretation
capability must be able to accurately detect soft friable zones, water
loss areas, vugs, harder formations and display an easily readable
print out or read out. It will be capable of providing a statistical
analysis table using stored data from previous holes, and the ability
to re-edit data. It must possess a simple request program that is user
friendly in operation. 3. The unit will have an upgradeable software
package that will readily integrate with existing US.BOR. Equipment. A
removable digital memory bloc unit that can be immediately downloaded
to another PC utilizing EXEPF software is required. The unit will have
a high definition printer producing a high quality plot of the hole
data. The heading on the plot will feature, coordinates and parameter
names and their scales in a readable fashion. It must have the
capability to analyze the parameters real time and inform the operator
of changes in boring conditions that fail to match the set
instructions. It must be capable of detecting zones that require
special boring techniques and halt operations and set the procedure to
follow . 4. The unit will be impervious to weather, capable of working
in extreme weather conditions hot or cold, uneffected by vibration from
the drilling equipment, fluids or chemicals such as diesel fuel or
lubricants. Posted 11/24/98 (W-SN274641). (0328) Loren Data Corp. http://www.ld.com (SYN# 0272 19981127\66-0016.SOL)
