15 -- AIRCRAFT MODIFICATION AND PHASED DEPOT MAINTENANCE SOL Cs-99-022 / Cs-99-023 POC Sharon Lim, Contracting Officer, 202-927-4914 The U.S. Customs Service has a requirement for two sole source aircraft-related contracts with Lockheed Martin Corporation. The first contract is for the acquisition of P-3 Airborne Early Warning System (AEW) and P-3 "Slick" Interceptor / Tracker Aircraft. The U.S. Customs Service intends to negotiate on a sole-source basis with Lockheed Martin Corporation for the acquisition of two P-3 AEW aircraft and four P-3 Slick aircraft plus associated spares, manuals, and system enhancements, with options to purchase quantities of eight additional P-3 AEW aircraft and six additional P-3 Slick aircraft. To the extent practicable, all hardware, firmware, technical documentation and software for both aircraft types are to be provided as part of the acquisition (Cs-99-022). As part of this effort, the second contract will require Lockheed Martin to perform Phased Depot Maintenance (PDM) on the GFE airframes (Cs-99- 023). The delivered AEW system aircraft will consist of a GFE P-3B airframe modified to the CustomsService AEW configuration integrated with: an APS-145 radar system; TPX-54 IFF interrogator; TRAC-A rotodome antenna system; computer processing and display system; an integrated communication system, and a digital cockpit avionics system. To the maximum extent practicable, this aircraft will conform to the configuration of the Customs Service P-3 AEW #5/6 aircraft, S/N 153446 and 154581 respectively, currently being modified by Lockheed Martin, and shall include evolutionary changes due to obsolescence and operator enhancements. It should be noted that the basic AEW aircraft structural drawings and software coding are not owned by the Customs Service and are therefore not available. The delivered interceptor/tracker aircraft will consist of a GFE P-3B airframe modified to the Customs Service "Slick" configuration integrated with: an air-intercept radar system, electro-optic/infrared sensor, computer processing and sensor display system and optional surface search radar system. This aircraft will conform tothe maximum extent practicable to the configuration of the Customs Service P-3 AEW #5/6 aircraft, S/N 153446 and 154581 respectively, in the areas of radio communications, ICS, cockpit avionics, navigation systems, mission system computer/display work stations, mission system software and airframe interior layout plus enhancements due to obsolescence or improved performance of sensor systems. Technical "build-to" data for the P-3 "Slick" aircraft is also not available for this effort. The Basic Phased Depot Maintenance (PDM) tasks, to be accomplished under separate sole-source contract with Lockheed Martin, include: general maintenance, scheduled maintenance, surface conditioning, disassembly, zonal and structural requirements/inspections, system and component requirements, component removal and replacement, final processing, and ground checks. This effort will be completed to the maximum extent possible before entering the modification effort, but the aircraft will not be capable of flight. Basic PDM requirements will be performed in accordance with the current NAVAIR P-3 (series) PDM Specification with P-3 AEW supplement (for P-3 AEW PDMs), P-3 Technical Requirements Document, and the U.S. Customs Service Statement of Work (SOW). The SOW will contain provisions to perform additional structural or airframe refurbishment that may be necessary on a time-and-materials basis. The contract for Phased Depot Maintenance may include option years for additional periods of performance and/or additional aircraft PDMs. It should be noted that the original technical data package of these P-3B aircraft is not the property of, nor available through, the U.S. Customs Service. Interested offerors must submit sufficiently detailed information regarding their technical ability and approach in satisfying this requirement to the U.S. Customs Service within thirty days of the date of this announcement so that Customs may assess the contractors modification capability, as well as the ability to meet the P-3 AEW and Slick specification and schedule requirements.
