The Defense Threat Reduction Agency (DTRA) intends to issues a sole
source procurement to Cordant Technologies, Thiokol Corporation, of
Brigham City Utah. Under modification P00016 to contract
DNA001-95-C-0066, Thiokol will obtain all permits required by Russian
Federation, regional, and local laws and regulations to locate,
construct, and operate the two UDMH disposition systems (each
disposition system consisting of an UDMH, a steam, and a hydrogen
system) and all their associated infrastructure at Krasnoyarsk-35 and
the one UDMH disposition system (consisting of an UDMH, a steam, and a
hydrogen system) and all its associated infrastructure at Nizhnyaya
Salda. Thiokol is the only source which can provide these services
because the design and all associated data of the disposition units
provided under the contract are proprietary to Allied Signal, the
principal subcontractor to Thiokol. The proprietary design data and
control logic are critical components for the preparation and approval
of the project. Consequently, Thiokol is the only responsible source
to complete the documentation and coordinate its approval through the
numerous Russian Federation Expert Review Committees. To award the
project to another contractor would result in substantial duplication
of cost to the United States which is not expected to be recovered
through competition. Moreover, the time another contractor would
require to be educated on the UDMH Disposition System Project, all its
associated support equipment and required relationships with local and
regional officials would produce "unacceptable delays in fulfilling"
