Amendment to solicitation submitted on November 10, 1998, published
November 12, 1998, submission No. 270232. The following is a list of
additional selection criteria: (1) Firms must have personnel who will
do the work with Top Secret SCI clearance. Prospective contractors are
advised that access to many of these facilities is "Restricted to U.S.
Citizens, ONLY!". Nondomestic owned firms which do not currently
possess a DOD Industrial Security Facility Clearance or cannot divest
foreign ownership will not be considered eligible, as the successful
contractor will be required to obtain and maintain a DOD Industrial
Security Facility Clearance and Safeguarding capability at the SECRET
level. In some cases, unescorted accessto these facilities may require
an individual employee to obtain and maintain a clearance at the TOP
SECRET / SCI level. (2) Firms shall have the capability to design
protective systems to include fire detection/suppression, grounding
(power, signal and equipment), lightning, security, nuclear biological
chemical (NBC), high altitude electromagnetic pulse (HEMP), TEMPEST,
and shock hardening and blast protection systems. And (3) firms shall
show ability to develop project documents (e.g. project books, project
development brochures, summary work statements, DD Forms 1391's and
work statements) to include cost estimates and concept designs for
recommended projects. Due date of December 16, 1998 remains unchanged.
