S -- PRIVATIZATION UNDER 10 USC 2688, "UTILITY SYSTEMS: CONVEYANCE AUTHORITY" AT NAVY TECHNICAL TRAINING CENTER (NTTC) CORRY STATION, NAVAL EDUCATION AND TRAINING PROFESSIONAL DEVELOPMENT TECHNICAL CENTER (NETPDTC) SAUFLEY FIELD, AND NAVAL AIR STATION (NAS) PENSACOLA, FLORIDA DUE 120898 POC Point of Contact -- Catherine Wilber, Contract Specialist, 843-820-5698 PURPOSE: The Navy seeks to identify responsible sources and obtain information in regard to privatization of utility systems in accordance with 10 USC 2688, "Utility Systems: Conveyance Authority". NTTC Corry Station, NETPDTC Saufley Field, and NAS Pensacola, Florida are seeking interest and information specifically for the privatization of natural gas utility systems. The resulting privatization will include assumption of ownership, operation and maintenance, and obligation to continue the service for an indefinite and ongoing period. OBJECTIVE: Should privatization result, the ownership of the entire utility plant and/or distribution system, including all operating responsibility shall transfer to a regional or municipal utility or to a private company. All responsibility for maintaining reliable service, including such items as environmental compliance, maintenance costs, major system renovations construction, equipment, manpower, and overhead costs shall become the utility provider's responsibility. It is intended that privatization will reduce the Navy's life cycle costs. SYSTEM DESCRIPTION: The following is provided only to give an approximation of the size and general description of the systems. Any numbers may only be estimates for the purpose. NETPDTC SAUFLEY FIELD, WATER: NETPDTC Saufley Field purchases water from Escambia County Utility Authority. The distribution system consists of 4 to 12 inch lines, a 150,000 gallon elevated storage tank, and a 50,000 gallon ground storage reservoir. The system does maintain water treatment capability on an as-needed basis to maintain an adequate chlorine residual of 0.2 mg/l. NETPDTC SAUFLEY FIELD, WASTEWATER: NETPDTC Saufley Field's wastewater system consists of a small lift station located on the southeast corner of the facility, gravity flow collection and a force main system.. The gravity collection system is approximately 7,500 feet and is composed mainly of 8 to 12 inch diameter piping. This system flows to a newly constructed pumping station near theold trickling filter treatment plant. Flows are pumped through a new 6 inch PVC force main that transports the wastewater to the Escambia County Utilities Authority (ECUA) municipal collection system for treatment. The force main connects to the ECUA system at the intersection of Saufley Field Road and Blue Angel Parkway. The recently abandoned wastewater treatment will be closed out with the direction of the Florida Department of Environmental Protection. NAS PENSACOLA, WATER: NAS Pensacola receives water from the potable water treatment plant at NTTC Corry Station via two low pressure transmission mains, 16 inch and 24 inch. . Two wells are located at NAS for emergency purposes only. There are four elevated storage tanks with 1.45 million gallon capacity and four ground level storage tanks with 4.8 million gallon capacity. The water distribution system consists of 4 inch to 20 inch diameter mains and two pump stations to transfer the water from the ground level storage to the distribution system and the elevated storage tanks. The water and transmission mains are made of cast iron, transite (asbestos cement) and polyvinyl chloride (PVC) materials. NAS PENSACOLA, WASTEWATER: The wastewater treatment at NAS Pensacola is designed to treat the domestic wastewaters from NAS Pensacola and NTTC Corry Station and oily wastewater collected from the bildges of ships and other Naval vessels visiting the base . Separate facilities are used to pretreat the domestic and bilgewater wastes prior to mixing for the combined treatment in the activated sludge process with aerobic sludge digestion. Domestic sludge is landspread at Sherman Field. The activated sludge system is followed by effluent chlorination, filtration and dechlorination prior to discharge into Pensacola Bay. The treatment plant has a permitted capacity of 4.0 MGD. The domestic wastewater collection system consists of three primary lift stations and fourteen secondary lift stations. The bildgewater pretreatment system consists of a load equalization tank, skimming of floating oil from the surface, removal of sludge from the tank bottom, containment of waste material and transfer of the tank effluent to the treatment plant. PROCEDURES: This request for interested parties is for gathering information and is one required compoonent of a complete and systematic process to evaluate interested parties under the Department of the Navy's utilities privatization program. In order to minimize costs both to potentially interested parties and the government, this notice is being issued to determine the interest and feasibility of proceeding with a formal request for proposals. Should insufficient credible interest be identified for a privatization action, it is hightly likely that no formal solicitation will be issued. SHOULD INTEREST BE DETERMINED SUFFICIENT, A FORMAL REQUEST FOR PROPOSALS MAY BE FORTHCOMING. Interested parties should provide a statement of interest on company letterhead (not to exceed 20 pages in length). The statement shall include as a minimum the following criteria: (1) capability and experience in the ownership, operation and maintenance of similar systems; (2) financial capacity to purchase, expand, and operate a utility system; (3) a statement showing its understanding of an obligation to provide continuous utility service; (4) understanding of any applicable state or local utility law or franchise requirements, and capability of complying with such requirements; (5) understanding of the federal, state and local environmental laws and regulations and its familiarity and experience with environmental compliance procedures and regulations for the state of Florida and US Environmental Protection Agency, Region IV. Elaborate proposals or pricing information is neither required nor desired. Any innovative and new conceptual ideas to achieve stated objectives are encouraged. It should be noted that individual RFIs for different utility systems may be issued in the same time frame. A separate response to each RFI is required.
