The USMS seeks to obtain a detention services contract for the housing of a maximum of 160 prisoners primarily in support of the District of Minnesota. This will not be a commercial item acquisition. Facility Requirements: 1. The USMS requires the complete operation of a detention facility capable of housing 160 prisoners. 2. Geographic Restriction: The facility shall be located within the state of Minnesota. 3. The facility shall include the following: An infirmary shall be provided to support 24-hour a day medical care. The facility shall have a secure sallyport. There shall be separate access to the facility for prisoners, services, and public entry. There shall be a maximum security perimeter barrier or fence with appropriate lighting for the site, configuration and location of the facility. There shall be a public lobby. Indoor and/or outdoor recreation shall be provided. There shall be a law library or a general library. 4. The contractor shall operate the facility in compliance with the most recent standards for adult detention facilities promulgated by the American Correctional Association (ACA) as well as all local, State and Federal code requirements for a correctional facility both structurally and operationally. 5. Operations shall include, but not limited to: 1) Management, 2) Guard/Security Services, 3) Food Service, 4) Medical and Dental Services, 5) Laundry Service/Facilities, 6) Prisoner Transportation and Guard Services, 7) Library Services and 8) Any and all other required services. 6. Service contract employees may be required to meet and pass extensive law enforcement background investigations. 7. The Contract term shall be one year with four, one year options.
