Reduction Agency (DTRA) is seeking contractors with the capability to
provide Systems Engineering Technical Assistance (SETA) support to the
Cooperative Threat Reduction (CTR) Program and all of its associated
missions. Required efforts will fall into six major technical areas:
operational support, logistics support, technical support, financial
management support, program management support, and information systems
support. The support primarily focuses on the day-to-day management
support of the overall effort. CTR has a broad responsibility in
developing and executing provisions of the CTR program which supports
weapons dismantlement in the Former Soviet Union (FSU). CTR provides
assistance to nations of the FSU as they disable or destroy nuclear,
chemical, biological, and other weapons; execute safe and secure
transportation, storage, and non-proliferation of weapons, material,
technology and expertise; convert defense-related industry to civilian
purposes, demilitarize defense related equipment, and expand military
to military contacts. The contract will have a 3-year base period of
performance with a 2-year option. There will be 60 man-years for each
year. The key personnel required for this contract include: Program
Manager, Deputy Program Manager, Missile Propellant Expert, Civil
Engineer (cost estimating), Civil Engineer (management and
construction), Cost Estimator, Program Planning and Budget Management
Specialist, Chief of Logistics and Shipping, Nuclear Engineer,
International Relations Specialist, Chemical Engineer, Security Systems
Expert, Nuclear Weapons Expert, Biological Warfare Expert, Information
Systems Management, Interpretation Support, and Chief of Reports and
Graphics. The contractor shall establish and maintain a TOP SECRET
facility clearance and at least SECRET clearance for contractor
personnel. Note: This contract will include a stringent subject matter
Organizational Conflict of Interest (OCI) exclusion clause. All
