REQUIREMENT: The United States Department of Commerce, Office of the
General Counsel requires an Administrative Contractor in the Commercial
Law Development Program (CLDP) who will serve as an International
Program Assistant (IPA) in implementing CLDP's technical assistance
activities as required by CLDP's interagency agreements with the United
States Agency for International Development (AID) and the U.S.
Department of State (State). The IPA position is located in the
Commercial Law Development Program (CLDP) Office of the Office of the
General Counsel (OGC). The IPA is responsible for assisting senior
attorneys with the planning and implementation of CLDP technical
assistance activities. The IPA also performs a variety of complex
administrative and reporting tasks related to the functioning of the
office and provides continuing substantive assistance with the
application of sound knowledge of processes and operations of CLDP
programs. More specifically, the IPA will: 1. Assist in the
development, planning and implementation of CLDP assistance programs.
These tasks shall include, but not be limited to, the following: a)
developing, drafting and distributing country-specific workplans; b)
initiating and maintaining relationships with foreign government
assistance recipients and USG and private sector assistance providers
through regular phone calls, correspondence and personal meetings; c)
providing briefing and support services to CLDP assistance providers
and host government officials; d) identifying and executing logistical
arrangements and documentation for travel-related needs of persons
participating in CLDP activities (including arranging and documenting
travel and meeting schedules, ensuring all travel arrangements conform
to CLDP, DOC and USG regulations and procedures, preparing all
travel-related cables and clearances and obtaining visas); e)
conducting research on the status of the laws of countries in which
CLDP is working or may work and assisting the office to track reform
developments by scanning daily reports, cables and other relevant
materials related to such countries and relaying information to
colleagues as appropriate. 2. Perform office administrative tasks as
assigned by the CLDP Director and Deputy Director. These tasks shall
include, but not be limited to, the following: a) preparing
administrative actions of the office including procurement actions,
personnel actions, correspondence and other material; b) preparing
first drafts of written material pursuant to requests by supervisor; c)
preparing administrative paperwork and performing other support
services; d) handling administrative aspects of managing cooperative
agreements, contracting actions, grant applications and award
documentation; e) preparing financial reports and spreadsheets on CLDP
assistance programs required by DOC and AID in consultation with
superiors; f) ensuring that program activities stay within budgetary
guidelines; g) making financial projections for CLDP assistance
activities in consultation with superiors; h) preparing CLDP status
reports, AID reports, cables, technical assistance briefing materials
and trip reports to be disseminated to DOC and AID personnel,
assistance providers and assistance recipients, senior staff of other
government agencies, and the public, for review by supervisors. All
applicants must certify that they are small business concerns. The
selectee will be awarded a firm-fixed price personal services contract.
The selectee must be ready to begin work by December 1, 1998. In
addition, the selectee must be willing to travel to developing
countries for up to three weeks at a time. The CLDP Office is currently
working in Albania, Egypt, Moldova, Russia, and Ukraine. The term of
the selectee's assignment at CLDP will be approximately twelve months
(52 weeks), with the possibility of two one-year extensions. The
selectee's salary will be commensurate with those of USG officials with
comparable responsibilities and are negotiable upon salary history and
in accordance with USG regulations. The maximum base salary is
GS9/Step1 (currently $30,257.00). Medical insurance may be reimbursed
up to a maximum of 80 per cent. Applicants should have outstanding
administrative and interpersonal skills. In order to be considered for
this position, applicants also must have, at a minimum, a college
degree and at least twelve months of work experience in an
international field. Applicants who meet these initial criteria will be
further evaluated on the following criteria: 1. Experience in planning
events with preference given to those individuals with experience in
planning international events and especially foreign technical
assistance. 2. Experience in handling administrative tasks including,
but not limited to, the following: a) creating and maintaining
financial reports; b) drafting progress and final reports; and c)
organizing and maintaining an efficient office environment. 3.
Knowledge of international affairs, international law and international
commercial and trade relations and the ability to conduct research in
the aforementioned subjects. All criteria are weighted equally. Highly
