Standards and Technology (NIST) intends to procure, on a sole source
basis, the services of Owen B. Laug of Barnesville, MD under the
authority 41 U. S. C. 253 (c) (1) -- Only one responsible source. This
procurement requires the expertise of a world renown expert to
complete the design, simulation and layout of state-of-the-art
integrated circuit, high-speed strobed analog comparator to: (1)
Transfer to the Electronics and Electrical Engineering Laboratory staff
the design details, simulation process, and general design philosophy
of high-speed integrated circuit design. (2) Assist in the application
of a recently designed, new generation, timebase to the wideband
sampling voltmeter and waveform sampling system being developed at
NIST. (3) Assist in an ongoing other-agency contract with the Air Force
to develop NIST traceability for transfer shunts at levels between 20A
and 100A. Provide documentation on a NIST designed 100A shunt and a
2-stage, amplifier aided current transformer. This work will be
primarily conducted on site at the NIST Gaithersburg Laboratories. The
period of performance under this purchase order shall be from the
award date (date signed by the Contracting Officer) of this purchase
order through one (1) year thereafter. Mr. Laug's success in designing
a previous analog comparator provided unprecedented performance
resulting in Patent No. 5,347,175. Mr. Laug has several recognized
achievements in the area of high-current, high-frequency amplifier
design in addition to some unique wideband shunt designs. He also has
extensive experience in the design of circuits used in time-bases for
sampling systems. He was the designer of the timebase now used in the
NIST Wideband Sampling Voltmeter. Interested persons may identify their
interest and capability to respond to the requirement. This notice of
intent is not a request for competitive proposals. However, the
Government will consider all responses received within 15 days after
the date of publication of this synopsis. Written responses to this
synopsis shall contain sufficient documentation to establish a bonafide
capability to fulfil the requirement. A solicitation is not available.
