S -- TEMPORARY ROOF REPAIRS, PUERTO RICO SOL 048&&&-9810-0002 POC WANDA CRUZ (787) 771-1232 (Site Code DACW17) The Jacksonville District, U.S. Army Corps of Engineers (COE), is seeking expressions of interest and statements of qualifications of firms that may be interested in entering into a contract for providing support services to the COE's Hurricane Georges response and recovery operations currently being conducted in Puerto Rico. The most immediate need is for additional support for temporary roof repair mission. (Temporary roof repairs consists of installing Government-furnished plastic and contractor- furnished nails, furring strips, structural panels (e.g., 4X8 sheets of exterior grade plywood), and rafters and joists (2X4's)). The COE has a mission to make temporary roof repairs on an estimated 60,000 structures. Generally, repairs are limited to structures with roofs that are less than 50% damaged. However, the COE anticipates the requirement may change to include structures with significantly more damage. In which case, additional trussing and framing will be required. Currently, the COE has under contract approximately 40 contractors who are making steady, but limited, progress. In order to expedite the completion of the temporary roof repairs mission, the COE desires to engage the services of at least 2 additional contractors with the ability to bring a large workforce to bear on the problem in a very short time. In addition to assistance with the roofing mission, the COE desires to secure the management and logistics capability necessary to support the COE's overall response and recovery mission. Possible areas of assistance include: Providing temporary fully furnished offices for COE use at various project sites; Providing security services for movement of supplies and materials and for protection of offices and other work areas; Providing miscellaneous air, land, and sea transportation services; Assessing, rehabilitating, and repairing infrastructure, structures, buildings, utilities, and generators; Providing life support services; Handling, transporting, and disposing of HTW materials (including obtaining all necessary permits); Providing planning, architectural, engineering, and computer support (including providing all necessary support personnel); and Providing construction management services. The COE anticipates the contracts would be a combination of fixed-price (for the temporary roofing) and cost-plus-award-fee. However, we are willing to entertain recommendations from interested parties regarding the contract type. For any tasks performed principally through the use of service employees, the Service Contract Act will apply. Any contract awarded as a result of this RFP will be subject to the Robert T. Stafford Disaster Relief and Emergency Assistance Act. This act establishes a preference, to the extent feasible and practicable, for organizations, firms, or individuals residing or doing business in the area affected by the disaster. Contractors will be required to keep and provide records demonstrating compliance with this act. Although the first task under any contract that may be awarded as a result of this solicitation will probably be for temporary roof repairs, the COE expects other tasks of the kinds mentioned above will also be given under the contracts. Therefore, the COE is interested in contracting with firms that have demonstrated ability to manage and support multiple tasks during emergency operations.
