R-The Bureau of Reclamation intends to issue a purchase order to Mr. Michael Heaton for consultation services to support the CALFED Bay-Delta Program in the form of an assessment of agricultural water-use efficiency programs, to provide an assessment of water transfer and water marketing mechanisms and programs and to assist CALFED Bay-Delta Program staff in developing recommendations on these issues and programs. The prerequisite for this award was extensive experience in issues related to water conservation, irrigation management, water transfers, unique experience in modern water managemen programs that include innovative approaches in advanced water conservation, water marketing and water transfers. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. No solicitation exists, and this notice of intent is not a request for competitive proposals, However, all proposals received within 5 days after date of this publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.
