ASC/ENO requires a subscription on CD-ROM for Visual Search of DoD Specifications, Standards and Handbooks. The CD-ROM service must be compatible with the presently installed equipment. The subscription period will cover 1 Oct 98 -- 30 Sep 99. Clauses to be included shall be: FAR 46.401(b), FAR 46.503, FAR 11.401(a) and FAR 32.908(b). Mr. Stephen J. Plaisted has been appointed as Ombudsman to hear concerns from offerors, or potential offerors, during the proposal development. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. Existence of an Ombudsman does not diminish the authority of the program director or the contracting officer.
