59 -- BUY AND INSTALL TELEVISIONS AND COMPONENTS SOL F41636-99-R-0006 DUE 111298 POC Austin Foiles, (210) 671-1730, FAX (210) 671-5063 This is a combined synopsis/solicitation for commercial items, prepared in accordance with the format in FAR subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: quotations are being requested and a written solicitation will not be issued. This solicitation is issued as a request for proposal (RFP). Submit written quotes (oral offers will not be considered), on requisition F41636-99-R-0006. This procurement is restricted to Small Business. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-08. Standard Industrial Code 5731. The following is the Statement Of Work (SOW), and the list of required materials (Brand Names Only), for installation. Quantities being used are estimated and are considered minimums. (1) Provide and install TV distribution system equipment (Bld 5570), which will provide four modulated TV channels to be distributed to twenty dayrooms in the dorm and unit briefing room simultaneously. One channel will be for information generated on existing computer equipment and existing software, such as Power Point. The RGB signal from the computer shall be converted to NTSC video than modulated into a channel to be viewed on TVs. (2) System will allow distribution of four "in house" programs on TV channels 2, 4, 5 and 7. (3) A free standing equipment rack, with head end RF processing equipment, will be located on the floor in the CQ area. The rack will be provided with shelves for 3 supplied VCRs. The equipment rack will have a locking front door as well as a locking rear door. (4) A scan converter will be supplied to allow the output of a government provided computer system to be distributed on one of the TV channels. (5) Two outlets will be installed in each of the 20 dayrooms in the building. Two outlets will be installed in the unit briefing room. The outlets will be located near the ceiling to allow for wall or ceiling mounted TVs. (6) Newcoax cable will be installed from the head end equipment to all outlets. (7) Ceiling mount TV brackets will be installed in each dayroom, (2 each), at head end rack and briefing rooms. The television located at the central "HUB" will not be ceiling mounted. It will be placed on top of the equipment rack. (8) 27 inch color TVs will be installed on all brackets, which are connected to the distribution system. After award and prior to initial delivery, the contractor and a representative of the using organization will conduct a walk through of the facility to evaluate the route which the contractor will use for instalation. Contractor shall sweep daily and wipe any areas not conforming to a clean enviorment. Contracor will return area back to its orginal state, repair walls, doors, ceiling, and flooring if damaged. At completion of the entire project, the contractor and customer will inspect all areas of concern to release the contractor.
