YATES (901) 544-0778 (Site Code DACW66) This is a sole source, combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, and the test program outlined in FAR 13.6 as well as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. This non-competitive action will be processed in accordance with FAR 6.301-1. (Only one responsible source and no other supplies or services will satisfy agency requirements) Nvision, Inc., Irving, Texas is the only known source that can provide parts, equipment, software, training, and installation support for two hand held 3D laser digitized/scanners for use in micro modeling in the Memphis District Hydraulics and Hydrology Branch and the St. Louis District applied River Engineering Center. No other known source can provide the necessary requirements for digitizing the three dimensional surface of the micro model bed with direct contact with the surface and provide the XYZ coordinates in an export format compatible with software used for micro model analysis. A sole source quote is being requested pursuant to this announcement and shall reference Requisition Number W38XGR-8212-9155. Summary of requirements for the two hand held 3D laser digitized/scanners are as follows. Provide equivalent specifications to the Nvision, Inc. Modelmaker L. Provide no-intrusive digitizing of 3 dimensional surfaces. Provide a highly accurate, precise digitized surface with a minimum of 200,000 XYZ data points. Provide for maximum mobility in area covered by digitizer (minimum of 8 foot reach). Provide for hand held digitizing. Provide a turn-key configuration including PC computer with 17 inch monitor and Microsoft Windows NT pre-configured, 3D laser digitizer interface, tripod with 8 foot extension arm, pre- installed software, and onsite training in the set-up and use of 3D laser digitizer. Collection of up to 7,000 points/second. Contain a Class 2 laser. Provide a stripe length of 50 MM. Provide a Y resolution of 0.3 MM. Provide a Z range of 100 MM. Provide a volumetric stability of 0.25 MM. Provide the following output formats. Scanned points and trangle vertices in ASCII. Triangle meshes in DXF, OBJ, 3Ds, and STL. This solicitation incorporates all of the applicable provisions and clauses in effect through FAC 97-04, as if stated in full text, as well as terms and conditions of FAR 52.212-1.
