Abuse and Mental Health Services Administration (SAMHSA), Center for
Mental Health Services (CMHS) through the Program Support Center
intends to negotiate with Joanne Nicholson, PH.D. of the University of
Massachusetts, Center for Research on Mental Health Services on a sole
source bases for the award of a comprehensive report on parents with
psychiatric disorders and there affects on children. The period of
performance shall be September 30, 1998 through September 29, 1999. The
contractor shall be responsible for the following: (1) develop an
education and skills training curriculum for parents with psychiatric
disabilities; (2) review existing data about parents with psychiatric
disorders and their families and systematically up-date policy and
practice information from State mental health authorities and program
providers; (3) solicit information about programs for parents with
psychiatric disorders and their children in order to compile the "best
practices." The Government intends to utilize simplified acquisition
procedures in making award. Dr. Nicholson has a proven depth of
knowledge and experience in the area of parenting issues among persons
with psychiatric disabilities. The concerns of parents with
psychiatric disabilities and their children has been the focus of her
consumer-informed and consumer-based research program for the past
eight years. Dr. Nicholson has put together and meets regularly with a
statewide strategic planning group to ensure that her research efforts
are always informed by and directly connected to the services needs of
parents with psychiatric disabilities. Her unique combination of
knowledge and experience makes her the only qualified person to provide
the services under this procurement., Closing date for this synopsis is
September 4, 1998. No solicitation is available. The proposed
simplified acquisition action is for supplies or services for which the
Government intends to solicit and negotiate with only one source under
the authority of FAR 13.016-(b). Interested persons may identify their
interest and capability to respond to the requirement within 15 days
after date of publication of this notice. A determination by the
Government not to compete this proposed simplified acquisition based
upon responses to this notice is solely within the discretion of the
