F -- SITE SPECIFIC ENVIRONMENTAL REMEDIATION CONTRACT, 100% SMALL BUSINESS SET ASIDE, FOR THE FORMERLY UTILIZED SITES REMEDIAL ACTION PROGRAM (FUSRAP), WAYNE, NEW JERSEY SOL DACW41-98-R-0035 DUE 102698 POC Contract Specialist Phyllis R. Jackson-Roberts 816-983-3829 (Site Code DACW41) The U.S. Army Corps of Engineers, Kansas City District, requires the acquisition of engineering support, services, and remedial actions, site restoration and possibly short-term operations and maintenance. The Kansas City District (KCD) intends to competitively solicit and award a Cost Reimbursement, Indefinite Delivery/Indefinite Quantity (IDIQ) Contract for the Wayne Superfund Site, Wayne, New Jersey. This project is part of the Formerly Utilized Sites Remedial Action Program (FUSRAP). The estimated amount of this procurement is $50 million. The period of performance will be a base period of 2 years, with a three-year option period, to be exercised at the Government's discretion. No Task Order limits exist except for the estimated contract amount. The minimum guaranteed amount of the first contract period is $500,000 and 1% of the remaining contract capacity or $250,000, whichever is less, for each option period, if exercised. The Scope of Work will require that the contractor accomplish all site investigations, designs, interim actions, remedial actions, short-term operation and maintenance, furnish and transport all plant, labor, materials and equipment to perform all work necessary to complete simultaneous task orders at Wayne Superfund Site (WSS). The solicitation requires the submittal of a proposal consisting of five volumes: VOLUME I -- Business/Management/Technical Approach; VOLUME II -- Past Performance and Experience; VOLUME III -- Operational Management Plan; VOLUME IV -- Site Project (Technical and Cost Portion); and VOLUME V -- Cost. A Pre-proposal conference will be held in New Jersey. The actual time, date, and location will be identified in the solicitation. Solicitation packages will be available on or about September 8, 1998. Proposals are due on or about October 26, 1998 at 3:00 p.m. local time.
