C -- OPEN-END CONTRACT FOR GENERAL ARCHITECTURAL/ENGINEERING SERVICES AND RELATED ENGINEERING SERVICES, MACDILL AFB AND AVON PARK AFR, FL SOL F08602-99-R0001 DUE 100698 POC Mr Kenneth Huckins, Contract Specialist, 813-828-3815x330; Ms Debra Parent, Contracting Officer, 813-828-3815x346 This procurement is for an open-end general architectural/engineering contract, MacDill AFB and Avon Park AFr, Florida. The contract type to be awarded is an Indefinite Delivery, Indefinite Quantity (ID-IQ), firm, fixed-price contract. Specific projects will be negotiated and delivery orders awarded against the basic contract. The anticipated contract start date is 01 May 1999. Services will include preparation of plans and specifications, construction cost estimates, construction time estimates, renderings, various studies and reports, site investigations and verifications of as-built drawings. Construction management services may also be required. Work will be for MacDill Air Force Base and Avon Park Air Force Range, Florida. Design fees for individual delivery orders will normally be a minimum of $5,000.00 and a maximum (not to exceed) amount of $299,000.00. The total fees on the contract will not exceed $750,000.00 per year. Participation of minority-owned businesses is encouraged. Architect/Engineering firms that meet the requirements described in this announcement and desiring consideration shall submit appropriate data as described below no later than 06 October 1998, 4:30 PM EST. THIS IS NOT A REQUEST FOR PROPOSAL. Considerations for selection in priority order are as follows: 1. Specialized experience in DoD open-end design contracts for projects valued at $10,000.00 to $500,000.00, 2. Professional qualifications of key personnel, 3. Professional capacity to complete projects within the required time, 4. Past performance of the firm on DoD and other contracts, 5. Location of the firm in the general geographic area of MacDill AFB (note: Only firms with a local design office within 35 mile radius of MacDill AFB will be considered. Capabilities and experience of this local design office will be a primary consideration for selection. Therefore, such local capabilities and experience should be clearly distinguished from possible qualifications of the firm based on other than the local office. Firms selected outside Hillsborough county will have to provide a toll free or local telephone number.), 6. Volume of recent DoD contracts. Include the following statement in section 10 of the Standard Form (SF) 255: "This firm/joint venture has been awarded $xxxxxxx of DoD fees in the twelve months preceeding the date of this SF255." 7. Cost control effectiveness on recent competitively bid contracts. (Provide a chart or bid abstracts with your estimates compared with the low bid.), 8. Full time construction inspection capability. Architect/Engineer firms that meet the requirements described in this announcement are invited to submit a Standard Form 254, Architect-Engineer and Related Services Questionnaire and SF 255, Architect-Engineer and Related Services Questionnaire for Specific Project. Submittals should be limited to SF 254 and SF 255 and be as concise as possible, no more than 20 pages total for the principle firm. Elaborate brochures are discouraged. Provide five copies of the submittal. Firms responding to this announcement before the closing date will be considered for selection, subject to the limitation on geographic location. Following an initial evaluation of the qualification and performance date submitted, three firms considered to be the most highly qualified to provide the type of services required will be chosen for negotiation.
