301-504-1170 C -- The Agricultural Research Service, USDA, plans to
enter into a contract for the design of a new laboratory for research
and development of mass propagation and augmentation release
technologies of biological control agents to manage pests such as
insects. This facility will be constructed at the Robert T. Gast Insect
Rearing Facility, Starkville, Mississippi. The scope of work will
include design of a 50,000 square foot complex which will include:
administration and office space, laboratories, and space containing
insect rearing facilities which may consist of environmental rooms,
and/or space for environmental chambers, including full utility
support. The design will include: environmental assessment, site
survey, all aspects of design, and estimates of the cost of
construction. The estimated construction cost is in the range of 12 to
14 million dollars. Evaluation of firms will be made based on the
following criteria identified in decreasing importance. A).
Professional qualifications necessary in the various disciplines for
satisfactory performance of the work. B) Specialized experience and
technical competence in the type of work required, including:
laboratory design, biological containment design, clean room design,
building computer controls, and experience in accomplishment of same in
an energy efficient fashion. C) Past performance on contracts with
Government agencies and private industry in terms of cost control,
quality of work, compliance with the performance schedule, and
management techniques. D) Staffing and equipment to accomplish the work
in the required time, E) Located within 250 miles of Starkville, Miss.
Any SF-254 and SF-255 Forms received after the exact date/time set for
receipt will be handled in accordance with the FAR regulations,
Paragraph 15.412. Firms meeting the requirements are invited to submit
SF-254's and SF-255's under this Solicitation No. 8292-3K15-98 to the
U.S. Department of Agriculture, ARS, FD, FCB, 5601 Sunnyside Avenue,
MAIL STOP 5124, Beltsville, Maryland 20705-5100, Attention: David
Springer, Contracting Officer, by 2:00 p.m. E.S.T., September 24, 1998.
