Laboratory has a requirement for scientific, engineering and technical
support in three related areas. The first area is resolving problems
of electromagnetic environmental effects (E3), particularly involving
inter-and multi-platform effects, including high power microwaves
(HPM), electromagnetic pulse (EMP), hazards of electromagnetic
radiation (RADHAZ), electrostatic discharge (ESD), lightning, TEMPEST,
electromagnetic compatibility (EMC), and electromagnetic interference
(EMI). The second area is upgrading radar data distribution and
display for Naval and non-Naval Tactical Data System (non-NTDS)
systems. The third area is assessing new radar techniques. An
indefinite-delivery, indefinite-quantity (IDIQ) contract is anticipated
for award with a minimum of 200 hours and a maximum of 60,000 hours.
The period of performance in which task orders may be written will be
60 months after date of contract award. The incumbent contractor
performing these services under Contract N00014-96-D-2006 is ITT
Systems & Sciences Corporation. NRL uses Electronic Commerce (EC) to
issue RFPs and amendments to RFPs. This solicitation and any amendments
