R -- PROFESSIONAL, ADMINISTRATIVE AND MANAGEMENT SUPPORT SERVICES DESC: The U.S. Department of Energy's Federal Energy Technology Center (FETC), Pittsburgh, PA intends to award a sole source fixed priced purchase order to Arthur D. Little Inc. to conduct a market assessment and benefit analysis of mid-sized gas turbines. This will help determine the nature of possible public benefits, market potential and characteristics of mid-size gas turbines. This purchase order is being issued to Arthur D. Little Inc. because this effort is based on proprietary data, which was previously obtained by Arthur D. Little Inc. It is critical that this effort be completed in a short time-frame and in a cost effective manner. No other organization is capable of performing this work without duplicating the prior efforts performed by Arthur D. Little Inc. Thus, any alternative to Arthur D. Little Inc. would be more costly and require significantly more time.. Arthur D. Little Inc. personnel has the experience, unique knowledge, and familiarity with mid-size gas turbines that is needed by the Federal Energy Technology Center. This request is considered to be sole sourced to Arthur D. Little Inc. Therefore, no solicitation will result from this announcement. This award shall be made using simplified acquisition procedures.
