Carmona (202)283-1511 (FAX) The Internal Revenue Service (IRS) is developing requirements and a strategy for a cost effective way to gather state employment information pertaining to whether a business is in or out of business and for locating a levy source for individual taxpayers for the Compliance and Customer Service program areas. IRS is hoping to integrate the in-business/out of business data into their nventory Delivery System. The data must be on a system that is compatible with the Inventory Delivery System which is a UNIX-based system on a either a SUN-4000 or 10000 housed at the Tennessee Computing Center. The data must be protected from unauthorized disclosure necessitating the use of secure modems, encryption devices or secure data lines. The state levy source information comes from state employment commission databases and should be compatible with our Unisys 4800 system and would include name, address and Taxpayer Identification Number (TIN). The IRS requests that interested vendors provide a capability statementthat describes their ability to obtain state business data for each state and territory, describes the data (language) and system that the information is commercially available in; current compliance with Year 2000 initiative; the ability, if necessary, to convert the data to interface with IRS computers and the level of manpower effort required to convert the data. Virtually every IRS district office has set up correspondence with their respective state employment commissions with the purpose of determining whether a business is in or out of business. The data will help the IRS assemble pertinent case data systemically, reducing the time spent researching by field personnel. The IRS has four regions and four territories. The regions are: MIDSTATES: Arkansas, Illinois, Iowa, Kansas, Minnesota, Missouri, Nebraska, North Dakota, Oklahoma, South Dakota, Texas, and Wisconsin. NORTHEAST: Connecticut, Maine, Massachusetts, Michigan, New Hampshire, New Jersey, New York, Ohio, Pennsylvania, Rhode Island, and Vermont. SOUTHEAST: Alabama, Delaware, Florida, Georgia, Indiana, Kentucky, Louisiana, Maryland, Mississippi, North Carolina, South Carolina, Tennessee, Virginia, West Virginia, and WESTERN: Alaska, Arizona, California, Colorado, Hawaii, Idaho, Nevada, New Mexico, Oregon, Utah, Washington, Wyoming and Montana. The territories are Guam, the Virgin Islands, American Samoa and Puerto Rico. If this research indicates that contracts are warranted, it is anticipated that there would be at least one and not more than 3 contracts awarded as a result of a competitive solicitation. Contract award could happen as early as calendar year 1999. These contracts would have the typical 12 month base period with 4 one-year options. The data this notice generates may be integrated into data being gathered for a potential RFP for national locator service contracts.
