Occupational Safety and Health (NIOSH)in Morgantown, WV requires a
contractor for Facilitating a Workshop and Preparing Draft Guidelines
for Prevention of Vehicle and Mobile Equipment-Related Injury in
Highway and Street Construction Work Zones. NIOSH intends to develop
guidelines recommending safe work practices for highway and street
construction, emphasizing areas not covered by existing regulations and
consensus standards. To supplement literature review and data analysis
already completed, NIOSH is planning a two-day workshop to obtain
input from public and private sector partners who have interest in this
area. The workshop is scheduled for December 2-4, 1998, at the Hyatt
Regency Hotel, Capitol Hill, in Washington, D.C. Approximately 50 to 60
attendees from government agencies, private industry, trade
associations, and worker groups will participate in the workshop. The
workshop will consist of a plenary session the afternoon of Wednesday,
December 2, 1998, four topical breakout sessions all day Thursday,
December 3, 1998, and a summary and wrap-up the morning of Friday,
December 4, 1998. All attendees will receive an issues paper that will
serve as a starting point for discussion in each of the breakout
sessions. These efforts will result in guidelines that will support
current and future MUTCD revisions, recommend implementation of new
safety interventions in highway work zones, provide support for future
promulgation of standards by OSHA, and suggest areas where more
research is needed. The final product will be a draft set of guidelines
suitable for development into a publication similar in size and format
to earlier NIOSH documents addressing asphalt paving and shift work.
The major tasks to be performed by the contractor include: (1) Review
an issues paper summarizing scientific literature, trade publications,
and technical reports pertaining to vehicle and mobile equipment-
related injuries and injury prevention in highway and street
construction work zones, as wellas other background materials provided
by NIOSH; (2) Develop and deliver to NIOSH a plan for facilitating the
meeting. The facilitation plan should include identification of
personnel assigned to the project, the agenda for the breakout
sessions, and methods to be used to obtain input from workshop
participants; (3) Travel to Morgantown, West Virginia for a one-day
meeting with NIOSH project staff to discuss and finalize the
facilitation plan; (4) Provide a facilitator for each of four or five
concurrent sessions to be held Thursday, December 3, 1998; (5) With the
assistance of NIOSH staff, prepare summaries of each breakout session
and present them at the Friday morning wrap-up session; (6) Review
transcripts of workshop sessions provided by NIOSH; (7) Synthesize
material from the issues paper with input received during the workshop
to produce draft guidelines recommending safe work practices for
highway and street construction (by February 1, 1999); (8) Revise draft
guidelines as needed per NIOSH project staff reviews. Submit document
that is acceptable for submission to the NIOSH internal and external
review process by March 1, 1999; (9) Incorporate comments on the draft
guidelines obtained through formal internal NIOSH review, from
workshop participants, and from the public via the NIOSH home page.
NIOSH will deliver the comments on or about May 1, 1999; and (10)
Deliver to NIOSH, by June 1, 1999, revised guidelines based on the
above comments. Request for Quotation RQ98-034 contains the complete
scope of work which shall be performed by any contractor selected for
award. The solicitation will be issued 15 days after publication of
this notice and proposals will be due August 26, 1998. Organizations
interested in receiving a copy of the solicitation shall submit written
requests to Brenda Goodwin, DHHS/PHS/CDC/NIOSH/ALOSH, 1095 Willowdale
Road, Morgantown, WV 26505. Only written requests will be honored.
