Clarke, 805-982-5106 Development and implementation of the first iteration of an enterprise business-decision support capability, using data warehousing strategies and technologies for the Naval Facilities Engineering Command (NAVFAC) Alexandria, Virginia. The tool-vendor-neutral data warehouse (DW) contractor will be required to evaluate and recommend a complete data warehousing tool set and develop/ implement the first iteration of the NAVFAC Enterprise Data Warehouse. The data warehouse contractor, using a proven methodology, will be required to design, construct, test, train and implement a fully functioning and populated Data Warehouse that is distributed via the World Wide Web. An iterative/phased/scaleable approach will be used to execute the requirements. Phase 1 requires the DW contractor to evaluate and recommend a DW development tool set to support data warehousing across all initiatives within NAVFAC. These tools must include meta data management, data extraction/transformation, data cleansing/scrubbing tools and a DW methodology. Phase 1 will constitute the minimum guaranteed amount of the contract. Phase 2 requires the DW contractor to customize the methodology and provide formal training on the DW methodology. Phase 3 requires the DW contractor to gather requirements, design and implement the logical and dimensional data models and document any preliminary information that is gathered which will be useful in the development of the first iteration. Phase 4 objective is to deploy a fully functioning and populated web-based DW environment -- the first iteration of the NAVFAC DW. Phase 4 will consist of, but is not limited to: determine and perform data extraction, transformation and scrubbing; develop and populate the physical database; develop and implement the exploitation pieces (user-friendly, standard OLAP screens and canned reports/queries); test the DW; analyze and develop a meta data management capability by which the end-user can view/query the business and technical DW meta data; transfer knowledge/train Navy DW team members on the DW development techniques, methods and process used; train end users and Navy Warehouse Administrator on the DW's functionality; provide DW maintenance training and deploy the DW over the World Wide Web. Although the development of the DW will most likely take place in Alexandria, VA, the DW will physically reside in Port Hueneme, CA. The proposed contract type is firm fixed price. The proposed contract term shall not exceed five months. This is a full and open competitive negotiated procurement. Offers will be evaluated for award on best value basis.
