Code W36HUG) The North Carolina Air National Guard has a requirement
for Architect-Engineer (A-E) Services for an undetermined number of
projects of varying size and complexity. The various types of projects
include paving, fire detection and suppression systems, electrical
distribution system repairs and modifications, various types of
facility rehabilitation, HVAC retrofits, facility additions and new
facility construction. Type "A" Services shall include but not limited
to making investigations, collection of data, performing analyses and
conducting other fact finding and economic feasibility studies,
developing scopes of work and delivering presentations as may be
necessary to support projects development. Type "B" Services shall
include but not be limited to development of detailed engineering
calculations and analyses, engineering drawings and specifications
sufficient for competitive bidding process. Type "C" Services (option
exercised as the time of project construction) shall include all
personnel, equipment and materials necessary, to ensure compliance,
inspection and material testing as required by the construction
documents. Bid Document Reproduction shall include replication of final
specification booklets and drawings. The A-E will also be responsible
to mail specifications and drawings to prospective bidders. Significant
criteria for selection in descending order of importance are (1)
Professional qualifications of the principals of the firm (2)
Specialized experience and technical competence (3) Capacity to
accomplish work in the required time (4) Past performance (5) Location
in the general geographical area of the project, and (6) Volume of
work previously awarded by DOD over the past three years. Firms
desiring consideration shall submit the appropriate data as described
above. Three (3) copies of Standard Forms (SF) 254 and 255 must be
received by the Office of the Base Civil Engineer, 5225 Morris Field
Drive, Charlotte, NC 28208-5797, Attn: MAJ David K. Styers, NLT 30
calendar days after publication of this notice. Initial contract award
for period of one year shall not exceed $1,500,000 with individual
delivery orders not to exceed $300,000. One option year shall be
exercised with similar restrictions as initial award if determined to
be in the interests of the Government. In accordance with FAR 6.1, Full
and Open Competition, this solicitation is competed on an unrestricted
basis. IAW DOD procurement policy, interested firms must be registered

to be considered for award. No other general notification of this
project will be made, nor is this announcement to be interpreted as a
