notice for a Program Research and Development Announcement (PRDA),
field demonstration of the technology described in paragraph D., titled
Research Interests. All future correspondence regarding this
requirement shall reference the following PRDA Announcement number
F04699-98-R-0054. A. Introduction: This PRDA announcement applies to a
potential award of contract(s) applicable to the Research Interests
described below and is governed by Air Force Material Command Federal
Acquisition Regulation Supplement 5335.90. This pre-solicitation
announcement is provided to give industry an opportunity to request the
government's PRDA Supplement. The Supplement may be requested by
forwarding a written or faxed request to: SM-ALC/PKOP, Attn: Larry
Jaramillo, 5120 Dudley Blvd, McClellan AFB, Ca. 95652-1352, FAX
916-643-0744. No telephoned requests will be allowed. Requesting the
PRDA Supplement is the starting point in the two-step PRDA process. The
government may issue from two (minimum) to six (maximum) contracts as
a result of this PRDA announcement. All contracts issued will contain
a Firm-Fixed Price contract type arrangement. The government has
estimated the individual contracts as falling within the following
dollar ranges: Research Interests (See paragraph D, below): #1:
$400,000-1,000,000; #2: $300,000-800,000; #3: $100,000-500,000. B. PRDA
Procedures: Step 1 consists of the contractor's request and review of
the PRDA Supplement and subsequent submittal of a technical abstract in
accordance with the detailed PRDA Supplement guidelines. The abstracts
will be evaluated by government and non-government personnel. Selected
abstracts will be invited to enter the Step 2 PRDA process. Step 2
begins with the government's selection of a limited number of abstracts
for participation in Step 2. Non-selection will not exclude the right
of responsible sources to submit a proposal. In Step 2, selected firms
will be invited to submit both technical and cost/price proposals. The
full-up proposals willbe evaluated in accordance with the PRDA
Supplement evaluation criteria. Once again, selected proposals will be
invited to verify their cost and technical proposals against a generic
Performance Work Statement. After verification of the cost and
technical proposals or negotiations, contractors will be given an
opportunity to submit a Final Proposal Revision prior to issuance of
the contract(s). C. Submission Due Dates: Due dates for abstract
submissions are 21 Sep 98. The full-up proposal due date will be 42
days after the contractor has been invited to participate in Step 2
procedures. The government may issue 2 contracts between 24 Dec 98 and
31 Mar 99. An additional 4 contracts may be issued between 12 Feb 99
and 31 Mar 00. More detailed information regarding submission due
dates, milestones and policies will be contained in the PRDA
Supplement. D. Research Interests: McClellan AFB's research interests
under this PRDA are innovative technologies that must be ready for
field demonstration and are: 1) designed to remediate chlorinated and
non-chlorinated hydrocarbons in situ in groundwater, 2) designed to
remediate soils contaminated with semi-volatile organic compounds and
toxic inorganic compounds, or 3) designed to quantify volatile organic
compounds and toxic inorganic compounds in situ in groundwater. To be
selected, technologies must have the potential to reduce life-cycle
costs by at least 25% (twenty- five percent) over baseline technologies
(refer to PRDA Supplement for baseline information). E. Additional
Information: Abstracts and or proposals submitted in accordance with
the PRDA Supplement will be evaluated by government and non-government
personnel under contract to the Air Force. All potential offerors are
required to inform the Contracting Officer regarding the releasability
of their abstracts/proposals to non-government evaluators. The primary
basis for selecting firms to participate in Step 2 will be technical,
importance to the McClellan/EM PRDA Supplement's requirements and
objectives and funding availability. Cost realism and reasonableness
will also be considered to the extent appropriate. Proposals will not
be evaluated against each other since they will not be sumbitted in
accordance with a common Performance Work Statement. Be advised that
the government will not pay for any abstract or proposal preparation
costs associated with this PRDA announcement. However, the proposal
costs may be an allowable indirect expense to the normal Bid and
Proposal indirect cost base in FAR 31.205-18. Any questions or
abstracts resulting from this announcement must be sumbitted to the
Contracting Officer. Offerors should be alert for any PRDA amendments,
which may be published. Only Contracting Officers are legally
authorized to commit the government. All responsible sources may submit
an abstract or proposal that shall be considered. An Ombudsman has been
appointed to hear concerns from offerors or potential offerors during
the proposal development phase of this acquisition. The purpose of the
Ombudsman is not to diminish the authority of the program director or
contracting officer, but to communicate contractor concerns, issues,
disagreements, and recommendations to the appropriate government
personnel. When requested, the Ombudsman will maintain strict
confidentiality as to the source of the concern. The Ombudsman does not
participate in the evaluation of proposal or in th source selection
process. Interested parties are invited to call the Ombudsman, Allan
Taylor at 916-643-5209 if your concerns are not satisfied by the
contracting officer (Do not call this number to request a PRDA
Supplement). The approximate issue/response date will be 12 Aug 98. No
telephone requests. Only written or faxed requests received directly
from the requestor are acceptable. All responsible sources solicited
may submit a bid, proposal, or quotation which shall be considered.
