Engineering Center (TEC) is seeking a Non- Developmental Item (NDI)
device for collection of at least four (4) bands of multi-spectral
imagery (MSI)to be placed on an airborne platform to support rapid
mapping requirements. Industry and Government comments will be accepted
on or before 31 August 1998. The MSI device shall be a state-of-the-art
self-contained system capable of information collection at a flight
altitude of approximately 20,000 feet with a ground sample
distance(resolution) of four(4) meters or better. The associated
vertical and horizontal accuracy of any candidate system must be
described. The MSI device shall be capable of collection of at least
four (4)bands of spectra that are consistent with wavelength bands
typically associated with Landsat. The MSI shall also be capable of
collection within the following spatial and temporal constraints: 20x20
kilometer area within 18 hours, 90x90 kilometer area within 72 hours
and 300x300 kilometer area within 12 days. The MSI device shall provide
the appropriate sensor models and provide sufficient gimbel
stabilization to support a rigorous orthorectification process. The MSI
device shall also contain a digital camera capable of providing a
minimum of 8 bit quantization. Cost estimates associated with purchase
and emplacement of the MSI device onto a fixed wing aircraft is
requested. Government and industry comments regarding this market
