Oceanic and Atmospheric Administration (NOAA) Aeronomy Lab (AL), has a
requirement for a laser system. The laser will be used to generate and
detect trace molecules in a gas phase system for research in
Atmospheric Chemistry. The laser system shall, as a minimum consist of
a Nd: YAG laser with harmonic generation accessories and a dye laser
pumped by the above Nd: YAG laser. The Nd: YAG laser should be
flashlamp pumped and have harmonic generation accessories to meet
certain requirements such as; the YAG laser will often be used by
itself with the following energy specifications met at 10 Hz: greater
than or equal to 600 mJ/pulse at 1064nm, greater than or equal to 275
mJ/pulse at 532nm, greater than or equal to 75 mJ/pulse at 355nm. The
pulse energy stability (i.e. pulse to pulse energy fluctuation) shall
be less than 4% at both 532 nm and 355 nm. Long term stability at 532
nm should be better than 6 percent. Pulse jitter at 1064 nm shall be
less than or equal to 0.5ns. The dye laser shall be capable of being
pumped by either the second (532 nm) or the third (355 nm) harmonic of
the above Nd: YAG laser. Line width of the dye laser shall be less
than 0.1 wavenumbers at 560 nm and shall have the ability to produce
0.05 wavenumbers as a retrofit in the future. The A.S.E. background
should be less than 0.2 percent at the peak of the dye and 0.5 percent
at the edge of the dye curve. All interested sources should have an
established service department that can repair the equipment with
minimal downtime. Interested sources must submit a written
qualification statement along with the request for the bid package by

Acquisition Procedures, FAR Part 13 (NTE $100,000.00). The award
decision will be based upon the best value to the Government, with
